In 2006, the state designated the Bull Run Neighborhood as an Elm Street Neighborhood running from Market Street to Saint George Street and from South 5th Street to South 7th Street. The Bull Run Neighborhood Committee, the Borough, Bucknell, and other local organizations have a stake in the health of the neighborhood.

In the spring of 2019 members of the Community Psychology class at Bucknell University, which focuses on service-learning, worked with Lewisburg Neighborhoods to do research in the Bull Run Neighborhood. A team from the same course in the spring of 2020 is continuing that project. This helps them to fulfill the service-learning component of their class.

They would appreciate help from neighborhood residents in assessing the current neighborhood climate and will be asking for their assistance with a survey.  It is the fourth survey conducted by Lewisburg Neighborhoods in the Bull Run Neighborhood.  Answering the approximately 20 survey questions will help to identify neighborhood issues and concerns and to develop strategies to make the Bull Run Neighborhood a better place.  All input is valuable. Any responses will remain anonymous and be kept in confidence.

The students are starting in late February with some door-to-door canvassing to collect input. They will have ipads available for people to complete the surveys on. They will also have hard copy should that be preferable. The survey is also posted online for completion by anyone living in the neighborhood, even kids, if they are interested. Lewisburg Neighborhoods has also developed a companion survey to assess attitudes, interests, and needs of landlords in the neighborhood. That will be sent out by mail this year.

The neighborhood has changed significantly since the Elm Street Program was first introduced. Some of those changes had been anticipated, such as the reduction of student renters and reciprocal increase in non-student renters. Others less so, like the removal of the nearby high school. The new surveys will both allow for a retrospective comparison to the neighborhood from a decade ago and also provide for new voices and participation moving forward.
